I don't think it's overused to describe anyone who says slightly dumb stuff sometimes. A true lolcow is someone who is constantly stupid.
On a forum such as WrongPlanet, it's a legitimate question.
It's both. They exist for sure. But when a word gains popularity motherfuckers just throw it around until it loses its true meaning. Obvious example in the word nazi.
